Scotland.

course, help may be at hand. ILA Scotland is a Scottish
Government scheme for people over 16, who live in Scotland and have
an income of £22,000 a year or less, or are on benefits.
It's a great way to pay for learning new skills and because the
money isn't a loan, you don't need to worry about paying it
back.
